La Sala Plena decide CONFIRMAR en su integridad el auto recurrido, al coincidir plenamente con el magistrado sustanciador, en cuanto al hecho de que la Corte Constitucional no es competente para decidir sobre la constitucionalidad de la norma demandada.

- CONFIRMAR en su integridad el Auto del 16 de diciembre de 2014, proferido por el Magistrado Sustanciador Mauricio Gonzalez Cuervo, mediante el cual se rechazo la demanda de inconstitucionalidad radicada bajo el numero D-10558, solo en relacion con el cargo de inconstitucionalidad del articulo 12 del Decreto 1716 de 2009.
